Opole: horizontal yellow-dark blue

Opole is in Opole county; a retained regional seat, located on the Odra
(Oder) river and adjoining islands. An ancient Slavic capital of the Opolans
tribe, and because of this mentioned in the Bavarian Geographer. Since
13th century the seat of an independent Silesian duke; a town since 1217,
a vassal of the Czech kingdom since 1327, passed to Austria in 1527 and
to Prussia in 1740. In Poland since WW2. ca. 130.000 inhabitants. German
name: Oppeln.

I just found this
website with a photo of a bunch of holidaymakers on the Balearics with
the flag of Poland and of Opole city - yellow over blue with the city coat of arms
centered on the yellow strip. I used Antonio Martin's image with the coat of arms
on this page for this image.

There are two beautiful city photos (see here

contain vertical PL, Euro, and Opole flag *with* coat of arms (not on FOTW-ws). Does mixed Opole and Euro flag have any official standing?

This flag from seems too nice a design to be real. Yellow over blue
are the city colors, and they managed to mix this with the EC-flag.

The text on the page with the Opole flag states that in April 1997,
the Euro Parliament's commission on the environment, regional planning
and local government awarded Opole an "Honour
Flag of the Council of Europe". This is the third highest honour after
the European Prize and Honour Plaque. It is awarded by the European Parliament
to local governments for their activities for European integration. I suspect
the fringed one is the Honour flag, which means that the one next to the
coat of arms (i.e. the altered European flag) is the city one.
