It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field.

Shield Azure with base wavy of Argent and Azure, issuant from base a sailing boat Or garnished Gules and rigged Argent, a millstone Argent in every corner of chief. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials: "RIO DE MOINHOS - ABRANTES".
Meaning:
The commune's name means "river of mills". According to Portuguese heraldry blue waves mean sweetwater, usually a river or a creek. Thus the base wavy together with the millstones are canting.

Rio de Moinhos Commune is one of the 13 communes of the Abrantes municipality (q.v.); it had 1202 iinhabitants in 2011 and covers 20.0 km².
