It is a typical Portuguese communal flag, with the coat of arms centred on a plain blue field.

Coat of arms

Shield Argent, three bases of Roman columns Gules ordered 2:1, in central chief an embattled tower Azure masoned Sable superimposing a sword paly Gules pointing downwards. Mural crown with three visible towers (village rank) and white scroll with inscription in black initials: "SANTA BÁRBARA DE PADRÕES".
Meaning:
The tower is an attribute of Sta. Barbara, the local patron saint. The columns (Port: padrão; pl. padrões = monument) are also referring to the commune's name. The whole ensemble is thus canting.
