It is a typical Portuguese communal flag, with the coat of arms centred on a field divided quarterly blue and yellow.

"Bandeiras" means "flags" in Portuguese. I cannot say, how it got that name.

Coat of arms

These are Argent three flags dressed Azure and staffed Sable set in fess in point a bunch of grapes fruited Or and leaved Vert in chief a goshawk Gules displayed holding an inescutcheon Azure charged with five plates (a quina). Mural crown Argent with three visible towers (village rank). White scroll reading in black capitals "BANDEIRAS".
Meaning:
The main charge is canting, of course, while the chief is the usual azorean charge. The grapes probably stand for the famous local wine (vinho do Pico).

Presentation of Bandeiras

It is a village (not a town), the seat of one of the six communes of Madalena Municipality in Pico Island, Azores.

Bandeiras Commune is one of the six communes of the Madalena municipality (q.v.); it had 626 inhabitants in 2011 and covers 25.9 km².
