It is a fairly untypical Portuguese communal flag, with the coat of arms centred on a plain white field.

Shield Or, a railway treck proper surrounding a pine tree proper by a sharp bend. Mural crown Argent with four visible towers (town rank) and white scroll with inscription in black initials:"VILA DE PINHAL NOVO".
Meaning:
The pine is a canting element. The treck is symbolizing an important railway junction in the commune.

Shield Or divided per pall Argent fimbriated sable, in base a pine eradicated Vert fruited Gules at both sides of the pall. Mural crown Argent with four visible towers (town rank) and white scroll with inscription in black initials:"VILA DE PINHAL NOVO". (probably this one is the new one, displayed e.g. in Portuguese WIKIPEDIA, but there is no information about a new flag)

Pinhal Novo Commune is one of the four communes of the Palmela municipality (q.v.); it had 25 003 inhabitants - most within the municipality - in 2011 and covers 55.8 km².
