Shield Azure, a castle Argent with port and windows Gules, having four towers roofed Sable, in chief a cross fleury Argent charged with a Greek cross Gules. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black capitals "FREGUESIA DA FEIRA"
Meaning:
The castle is an image of the local castle. And the cross probably refers to the Order Infancones de Illescas (Noblemen of Illescas). The order was founded by cardinal Cisneros in Illescos near Toledo (Spain) as a hospital and sanctuary, devoted to King Filipe I (in Spain Felipe II and in Holy Roman Empire Phillipp II)

Meaning:
Saint Fins is the name giver of the commune (patron saint however is St. Peter).
