Both communes were established on 3 July 2001, when the commune of Agualva-Cacém was dissolved and merged on 29 September 2013.

Cacém Commune was one of the pre-2013 communes of Sintra Municipality (q.v.); it had 21 332 inhabitants in 2011 and covered 8.0 km².

Meaning:
The winged lion is an attribute of St. Mark, name giver of the commune and local patron saint.
