It is a typical Portuguese communal flag, with the coat of arms centred on a plain white field.

The arms are Vert a single towered wall throughout Argent masoned and open and slit Sable and in chief two arrows Or garnished Gules set in saltire and in base two dolphins Or embowed respectant. Mural crown argent with three visible towers (village rank) and white scroll reading in black upper case letters "SETÚBAL - S. SEBASTIÃO".
Meaning:
The arrows stand for the commune's namesake (and patron of the catholic parish the commune originated from) Saint Sebastian.
