It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of blue and red (town rank).

The arms are Sable semy of corn cobs Or a rose Gules barbed Vert and on a base wavy Argent two barrulets wavy Azure. Mural crown Argent with four visible towers (town rank) and white scroll reading in black upper case letters "PERNES".

These arms were created by Antóónio Lima and presented by seminal heraldist Affonso d'Ornellas and approved by CHAAP in 1927.12.27 (and thus the red-blue flag, which would not be created as such currently), but had no significant usage till recently, when it was published in the official journal Diário da República: III Série in 2001.07.18.

Pernes Commune is one of the 18 communes of Santarém Municipality (q.v.); it had 1689 inhabitants in 2001 and covers 14,06 km².
