It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a plain white field.

Gules, a castle argent, flagged and roofed of the same, with port and windows black, under an eschuteon of Portugal ancient between two stars argent. Mural crown argent, with five towers (city rank) and white scroll with black initials reading "CIDADE DE TORRES VEDRAS" (Torres Vedras city).
