On the official Alba County page, you can see a flag, red and white divided with the shield next to the hoist:
"The flag of Alba County has a red background (PANTONE RED; C0, M100, Y100, K0) with a triangular insertion (PANETONE TRANS.WHITE; C0, M0, Y0, K0) and the county's coat of arms in the middle of the white triangle. Proportion between width and length is 2:3. The white triangle has 2 equal sides; the third side is leaned at 45 degrees. The height of the coat of arms is 1/4 of the flag's width and it is placed at 1/10 of the flag's width from the left and upper sides."Jose Antonio Jimenez, 20 March 2013

The flag is vertically divided yellow and blue, with the county coat of arms
centred. I have seen this flag in Alba Iulia city on the County Hall.

You can see the Coat of Arms of Alba County here: http://www.cjalba.ro/rom/drapelul.htm. It consists of a shield vertically divided, the dexter field blue with a Roman soldier in armour (white) carrying a black shield with the letters V RR on it. The sinister half is divided horizontally, the upper part red, with a silver castle gate, an aurochs head, and sun, moon, and star symbols (silver); the lower half yellow, with a brown oval disk bearing a pine tree, and around written SIGULLU PRAEFACTOREI AURARIEI GEMINE.
