Description of the flag

In 29 June 2000 Altai kray adopted a flag. Following other regions, it adopted the pattern of the old SSR Russia, with arms in center. In the blue band is a spike of wheat. Blue and red parts are separated by a very narrow band which is (of course) white.

In Vexilologie 120 [vex]: 2245-2246, there is an article by Mikhail Revnivtsev about some Russian regional flags [rev01]. It says the blue and red stripes are 1:5, there is no white stripe, the ear should be yellow (i.e. probably without red pattern). Adopted 04-07-2000.

There are two Altay in Russian Federation: Altai Republic and Altai Territory. A few years ago Altai Republic was the part of the Altai Territory, but now it is a constituent republic of the Russian Federation.

Presidential Standard

Also there are the symbols combining symbolic of the arms and a flag, but thus, the documents regulating their use are not known. Such are a flag in studies of president of Republic Altai.

Most of these flags are squarish (about 11:12), rigid and fringed variants of the region (Governors) or Republic (Presidents) flags with the regional emblem over all.

The flag of Barnaul described in Statutes of Barnaul (Ustav) adopted 16, November, 1995. The flag is light-blue with coat of arms in the centre. Ratio 2:3. Light-blue colour symbolize the river Ob, beauty of the city. Coat of arms of Barnaul adopted in middle of XIX, when Barnaul was small town inside Tomsk Governorat. The horse in city arms symbolize the city of Tomsk (Tomsk arms: "Vert, a Horse courant argent"), former administrative center of region.
