The flag of Kostroma city is of ratio 2:3, divided along horizontal into 4 stripes — blue, yellow, white and dark-blue, that occupy respectively 2/3, 1/12, 1/12 and 1/6 of the width; on the upper stripe, near the hoist, is reproduced the yellow galley with the white sails and the emperor standard developed from the pole. The sequence of the arrangement of the colored horizontal strips of flag symbolizes the panorama of ancient Russian Volga city, in this case:

solutions of Duma (municipal council) of Kostroma-city from August 22,
2002 #153 (flag) and #154 (coat of arms). The flag horizontally divided
in azur (light blue), yellow, white and blue (dark blue) as 4:1:1:2.
In azur stripe at the staff replaced a coat of arms of
Kostroma-city. This coat of arms was first affirmed to Kostroma-city
by the Empress Ekaterine Second Great on 24 Oct 1767 and is again affirmed
by Duma of Kostroma-city on August 22, 2002.

Kostroma city flag is made of four horizontal stripes: light blue, golden
yellow, white, and blue. These colors are said to stand respectively for the
sky, the golden domes of the local churches, their walls, and the Volga river.

The Kostroma city flag with four stripes, as shown by Cultura TV channel,
is to be with no lawfull status. So is unofficial and never used.
