According to this website, the flag of Lodeynopol’skiy county in Leningradskaya region, Russia, was adopted on 22.05.2002.

I guess the flag is canting, as "loď"="ship" in Czech (and Russian?) — see also the flag of Lodenice, Czech Republic.

Yes, you are right. Lodeynoe Pole (capital of the county) = "field of ancient ships". It was great shipyard in Peter I times.
