Modern coat of arms were adopted by Legislative Assembly of the Region (Zakonodatelnoe Sobranie) on December 23rd, 1996. The coat of arms:

Gules, two crossed Banners Or charged with russian state coats of arms of XIX century, accompanied in chief with Cross of the second and in base with Crescent of the second. A Chief Argent charged with Marten Azure eyed and tongued Gules. The shield ensigned with Emperor’s crown and decorated with Oak-wreath Or tied with Ribbon Azure.
Looks like the old coat of arms of Orenburg Governorate (Orenburgskaâ guberniâ) granted on October 12th, 1867. These arms differ only with situation of the crescent: in 1867 it was “upside-down”.
