On February, 26 at session of Legislative Assembly of Region of Ulyanovsk adopted regional law «About Coat of Arms and Flag of the Region of Ulyanovsk».
The coat of arms is an official symbol of the Region of Ulyanovsk and has in the basis the image of the historical coat of arms of Gouverment of Simbirsk.
He represents silver column topped with an gold imperial crown with azure scrolles in an azure shield.
The shield is topped with a gold traditional land-crown (as are in old coats of arms of regions and uyezd`s of Russian Empire).
The flag of the Region of Ulyanovsk represents a rectangular panel of white color with a ratio of length of a flag to his width 3:2.
In top part of a flag white field occupying 2/3 his width is located. On a white field in the center is represented the coat of arms of the Region of Ulyanovsk.
In bottom part of a flag on all length it is located double blue (dark blue, azure) a wavy strip and red strip separated from a blue narrow white strip. The white (silver) field personifies kindness, modesty, peace sky and cleanliness of thoughts of population of region.
Double blue (dark blue, azure) the wavy strip symbolizes beauty, softness greatness, and also a geographical accessory of the Region of Ulyanovsk to the great Russian river Volga.
The red strip speaks about a heroic history of area and reminds that the region as independent administrative-territorial formation has been created in structure of RSFSR in 1943.
