I would call this beast a yak

In all this discussion, I forgot the most important thing: The flat flag
image. Attached using plain shades of red and yellow as
prescribed by the legal text on line,
«_красного
цвета_» and
«_жёлтый_». (Not the best of my
images, but it does the trick; we may be treated with a raster export from
the original, official vectors.)
The design is curiously different in the flag and on the coat of arms, for
the yak's eyes should be black on the latter and red in the former,
according to the law. I found no explanation for this.
