About Bromolla from Wikipedia:

"Bromölla Municipality (Bromölla kommun) is a municipality in Skåne County in southern Sweden. Its seat is located in the town Bromölla. The name Bromölla translates to "Bridge Mill", one or more mills used at least from the 17th to the 19th century, adjacent to a small river. The municipal arms depict a bridge over a river, and a water wheel symbolizing the mill."

Yes, the arms are canting and the flag is a banner of arms. The arms was granted to Bromölla in 1951 and was later registered in 1974 according to new rules for legal protection of Swedish municipal arms. (Source: C. Nevéus/B.J. de Wærn: Ny svensk vapenbok, Stockholm 1992 [nev92])

Bromölla was merged with Näsum Municipality in 1973, but this did not change the arms. Näsum did not have arms.
