The flagand arms of Šmartno ob Paki are prescribed by Decision Odlok o grbu in zastavi Obćine Šmartno ob Paki (text), adopted on 28 October 1996 and published in the local official gazette Uradni vestnik Mestne obćine Velenje.

The flag is in proportions 1:2, transverzally divided into three equal panels, with the municipal coat of arms placed in the middle of the central panel. The height of the caot of arms is 2/3 of the flag's height.
The decision prescribes only the horizontal flag. However, vertical flags are shown, as reported Stanič & Jakopič [j2s05] and as table flags, with the coat of arms smaller than prescribed on the horizontal flag.

Blue represents river Paka whereas the white background increases the visibility of the coat of arms.
The official colour specifications are:
- Blue: HKS 46K;
- Red: HKS 23K.
