The Regulations entitled
Pravilnik o registraciji in oznečevanju vozil, zrakoplovov in
vodnih plovil Ministarstva za obrambo (Regulations of
registration and signalization of vehicles, air- and water-vessels of
the Ministry of Defence) was adopted on 10 November 1995 and published in Uradni List Republike Slovenije (Official Gazette of the Republic of
Slovenia) 67/1995, 23 November 1995, pp. 5171-5180.
Amendments prescribing the new naval jack were added to the Regulations, whose title remained unchanged, on 29 June 1996 (Uradni List Republike Slovenije 34/1996.
The same Regulations were eventually published in Uradni list Republike Slovenije 116/2007, 17 December 2007.
The part of the Regulations prescribing the flags is Part IV. Water-vessels, Section 3. Military, naval and rank flags and commanders' pennants.

Part IV. Water-vessels, Section 3. Military, naval and rank flags and commanders' pennants.Article 43. The naval flags of the Republic of Slovenia are the flag of the ships and vessels of the Slovenian Army and the flag on bow [that is, the jack]. The flag of the ships and vessels of the Slovenian Army is the flag of the Republic of Slovenia. [that is, the naval ensign is the same as the national flag] The flag on bow is dark blue and it has in the middle the coat of arms of the Republic of Slovenia. The midpoint of the coat of arms in in the crossing point of the diagonals of the flag. The flag on bow is 66 cm long and 44 cm high. The shape of the flag on bow is determined on the picture 14, being an integral part of these Regulations.
(N.B.: The jack described above is the old one, replaced less than one year later by a horizontally divided white-blue-yellow flag.)
The rank flags are: - the flag of the President of the Republic of Slovenia;
- the flag of the President of the Parliament of the Republic of Slovenia;
- the flag of the President of the Government of the Republic of Slovenia [the Prime Minister];
- the flag of the Minister of Defense;
- the flag of the Chief of the General Staff of the Slovenian Army.Article 44. The flag of the President of the Republic of Slovenia is white, square-shaped, with a border in the colours of the Slovenian tricolour.
The border width is 1/8 of the side of the square. In the middle of the square there is the coat of arms of the Republic of Slovenia. The midpoint of the coat of arms coincides with the crossing point of the flag diagonals. The coat of arms covers 1/9 of the flag.The flag of the President of the Parliament of the Republic of Slovenia is red, square-shaped, with a dark blue border.

The symbol covers 1/9 of the flag.The flag of the Chief of the General Staff of the Slovenian Army is dark blue, square-shaped, with a red border.
The border width is 1/8 of the side of the square. In the middle of the square there is the symbol of the Slovenian Army. The midpoint of the symbol coincides with the crossing point of the flag diagonals. The symbol covers 1/9 of the flag.The rank flags are 50 cm in length and height. Their shapes are determined by pictures 15 though 19 being integral parts of this regulation.
Article 45. The commanders' pennants are the naval unit commander's pennant and the ship commander's pennant.
Article 46. The naval unit commander's pennant, for a unit of a size of a flotilla [divizion] or battalion is red, triangular in shape.
On the red field near the base there is a golden stylized anchor. The height of the anchor is 1/3 of the base.Article 47. The naval unit commander's pennant, for a unit of a size of a company or squad is dark blue, triangular in shape.
On the blue field near the base there is a golden stylized anchor. The height of the anchor is 1/3 of the base.Article 48. The ship commander's pennant is white, triangular in shape.
The slanted edges are bordered with a red border. The width of the border is 1/10 of the base. On the white field near the base there is a golden stylized anchor. The height of the anchor is 1/3 of the base.
(N.B.: Each of the three Regulations clearly determines that the red border of the pennant should be 1/10 of the hoist, however, the drawings in the 2001 and 2007 regulations show that border considerably thinner!)
Article 49. The commanders' pennants are 60 cm in length and 30 cm in width near hoist. Their shapes are determined by pictures 20-22 being integral parts of this regulations.Article 50. The flag of the ships and vessels of the Slovenian Army shall be hoisted by the ships and vessels on dock since 8 AM until sundown on the stern hoist. The ships under way have the flag hoisted on the mast, and the vessels on the stern hoist.
The flag on bow shall be hoisted by ships of the Slovenian Army on Sundays and holidays, and during military and other celebrations.
The flag on bow shall be hoisted since 8 AM until sundown.If there is on the ship an official who is entitled to hoist a rank flag or pennant, the ship shall hoist the appropriate rank flag or pennant. If there are several people on the ship entitled to hoist a rank flag or pennant, only the highest ranking rank flag or pennant shall be hoisted.
