This flag appears at L'Album 2000 [pay00]
(Fig. 4 Prime-minister), but [smi80]
show the flag with notably thinner yellow edges, almost as if it
is a fringe.

According to Album 2000 [pay00]:
Prime-Minister (2:3) - White flag bordered yellow on three outer
edges with the CoA in the middle of the white panel. The size of
the border varies notably in various sources, as noted obove. The
image is following the album.

As it always happens with flags having yellow or golden
borders on the three free sides only, one thinks whether this is
not actually (or was supposed to be at some point) a fringe.

Since 1987 Suriname does not a have prime minister anymore
because the political system was changed from a parliamentary
democracy to a mixed presidential-parliamentary system, where as
the president is head of state and head of the government, and
vice president is the chairman of the Council of Ministers. There
is no prime minister anymore. The flag of the prime minister does
not exist anymore, and is not being used anymore.
