Considering the webpage on company history, I suspect this company is the same as current russian Northern Shipping Company. If so, they changed the flag, as usual, but it is still to be known the house flag of this company in pre-soviet times.

The shape of the hammer is interesting — it seems to be a claw hammer (or maybe a cross-pein Warrington hammer) rather than the usual Soviet sledgehammer.

Red pennant with red hammer and sickle in white half-disc near the hoist. I saw this in magazines of the 1970ies. I think it really used until the 1990ies.
