The Flag

New flag of department of Morazan.

Indeed the new flag of the department of Morazan has had minor changes, I have seen changes of coat of arms or flags as new parties win in those municipalities, Some completely change the emblems others just change the color to reflect the party, One example is the city of La Libertad, in which the coat of arms has gone from a full color version, to only blue, then to only green and now is all red.

Sending alternative images for both the current and old flag, doesn't tell us all that much. And the number of sources doesn't help either.
I don't know about the old flag: Since we already have a correction of an even earlier report that showed the flag upside down, one would think that at least that second report was done very carefully, even if the only source mentioned is being in the country. Having all three reports coming from the same person is also ... odd.
Regarding the current flag: All drawings I see on the web agree on the version we have now, even if the arc of the stars doesn't quite match with other drawings. But the flag Fred Drews reports does exist: http://i1.ytimg.com/vi/lVluZUpsJfs/0.jpg >, or http://www.youtube.com/watch?v=lVluZUpsJfs  which has a bit more context.
The advantage of sources immediately becomes obvious, as we now can see stars sitting right on the dividing lines of the stripes, and no green border around stars, as well as the letters being less bold and the text narrower.
What we can't tell from these two sources, unfortunately, is what we're looking at. As this is the only specimen spotted so far, it may indeed be the regular flag of the department but may also be any kind of ceremonial banner. A  photograph of a flag flying outside might help, as might identification method number 1.
