up in the left there's two flag; TT state flag and a vertical V-W-V (about
2:3:2) that must be the Tunapuna civic flag. Seal, great size, in the white
part.

Possibly the flag of the Tunapuna-Piarco Regional Corporation?

I would go rather for the Tunapuna-Piarco Regional Corporation, which is the
local local government body. Probably the same
emblem is online at the
official website (on page <
http://www.localgov.gov.tt/TUP/tup.htm >, at least). Flag image made of using Jaume’s suggested specs and 1:2 ratio based on the
apparent geometry of the flag as shown on the photo.
The emblem is seal-like, round, in green/white monochrome. On a thick
green rim the lettering «Tunapuna / Piarco», above, and «Regional
Corporation», below, separated by white round bullets and set in bold
white sans-serif capitals. Inside the rim, on white background, a map of
the region is outlined, containing representations of the Piarco airport
(POS/TTPP), a U.W.I. classroom, and a sign reading «Mount Hope».
Please note that a (poorly designed) table of related info online at
Wikipedia
does have a column header labelled "flag", although its column is empty.
This might mean that all 9 Regional Corporations and 5 Municipalities of
Trinidad and Tobago either have flags or are expected to have.
