"It was confirmed in January, 11th, 2002 by the decision of XXVI village council session of XXIII convocation. The square blue panel, in the center stands rampant yellow bull, in the corners are white heraldic roses with the yellow cores and leaves."

"It was confirmed in January, 11th, 2002 by the decision of XXVI village council session of XXIII convocation. Azure; or rampant bull, on its parties above and below are four argent roses with or cores. The shield enframed by or cartouche and crowned by argent urban crown with three prongs. The author is A.Grechylo.
The bull and flowers specify the developed cattle breeding and plant growing. Also these elements are connected with an old sign on Besarabia.

The City

From Ukrainian Heraldry site:
"It was found in 1559 by usurer Kel'man. This territory was a part of the Kyiv Rus', in XII-XIII centuries was part of the Halyc'ka Rus', later it belonged to Besarabia. In 1892 there was built the railway, in 1898 - school. In beginning of XIX century Kel'mentsi become the volost center of Hotyn district. In 1960 was given the status of city."
