Overview

A region on the East of Ukraine. Soviet era name: Voroshilovgrad in 1935 -1958 and 1970 -1992(?).

The flag of the region (oblast) of Lugans'k can be seen at <www.viva.lugansk.ua>.

I have a foto from Conference of Ukrainian Heraldry Society: man holding the paper with analogous image. The foto is very small, but all stars around the shield look like white.
Victor Lomantsov, 2 December 2001

On 9 November 2001, I sent an image of the flag of Lugans'k oblast. Later Victor Lomantsov expressed a doubt about the colors of the stars.
Today I stumbled across the page about the flag of Lugans'k oblast on the regional server available at <oblrada.lg.ua> and theimage there also shows stars yellow and white.
I think that, from the information above, we can defintely conclude that the stars and yellow and white.

From the site of Ukrainian Heraldry:
"There is cobalt rectangular with side ratio 100X165 cm. (1:1.5). In the left-top quarter is sircle with radius of 20cm. The circle's center is on 49cm. from left side and 39cm. from top side. On the sircle are 17 yellow and 14 white stars with 4cm. side. It means 17 regions and 14 cities of oblast.. In the center of the circle there is little oblast emblem".

Lugansk Republic

Jens Pattke, 11 May 2014

The Lugansk People's Republic (Russian: Луганская народная республика) was an unrecognized republic, proclaimed on April 28 2014 by pro-Russian protesters.

The republic was, according to its pro-Russian founders, a sovereign country which was supposed to build relations with other countries in line with international law. They planed to confirm sovereignity at an oblast referendum. Long-range aim is the union of the other two people's republics (Donetsk, Kharkov) and the establishment of a sovereign state "Novorossija".

Lugansk Republic had a flag which is similar to flag of Donetsk Republic, but upper stripe is light blue, and the central shield on Russian silver eagle is a yellow shield taken from Lugansk COA depicting two black smokestacks with flames, supported by a black hammer right and left. Inscription is Lugansk Republic on light blue and red stripes.
