Description of the flag

The flag of the City of Downey, California, consists of three vertical stripes of orange-blue-orange. In the middle of the blue stripe is positioned the city seal. Here is description and meaning:

  1. The Downey City Seal depicts the sun rising over Downey, a City springing from the orange groves, and growing toward a future unlimited through its balance of home ownership, churches, schools and industry. The jet protrusion through the sun rays is indicative of the aircraft progress in this area.
  2. The City seal, motto and colors were developed through a contest sponsored by the Downey Junior Chamber of Commerce, from April 22 to May 25, 1957. Downey Senior and Warren High School students competed for the seal design, Junior High students for the motto, and  Elementary students for the colors.
  3. Contest entries were submitted to the City Council, which together with a committee composed of the Art Chairman of the Downey Women's and Junior Women's Clubs, a professional artist, and members of the Downey Junior Chamber of Commerce, made the final selection.
  4. The winning designs for the City seal were submitted by Richard Coss and George Eberhart.
  5. The City seal was presented at the first Citizen's Budget Hearing on June 27, 1957 and is now used on all stationary, reports and City equipment.

City Colors - Blue and Gold
The same dates applies for the flag as well. Here is its official description:

DESIGN: One central vertical blue band of 3' on each side an orange band of l'4-1:2"
SIZE: 3'9" X 5'9"
The City Seal 2' diameter placed on the above blue and orange field
The City Seal was presented at the first Citizens' Budget Hearing on June 27, 1957. The Seal and Flag design were adopted administratively.
