Description of the flag

The web page at www.ci.fullerton.ca.us shows the seal uses the standard circular format, fimbriated in black throughout. The outer concentric circle has a white background; on it the top half of the circle contains the words 'CITY OF FULLERTON' in large black block letters, with the word 'CALIFORNIA' appearing in somewhat smaller letters in the bottom half. The central image has a gray field; to the right is a multicolored vertical rectangle, while to the left are two tall figures in  red, blue, and gold robes. Superimposed over the rectangle is an open book in white with black trim, which also impinges on the figure on the right of the group. This seal is copyrighted.

The Fullerton, CA Municipal Code Chapter 2.01 City Seal is available here:

So that brings up the question if the flag adoption indicates the flag is the seal on a background and then the seal changed (1985) after the flag adoption, there might be a past flag?

The orange tree refers to the City's agricultural beginnings; the man, woman and child represent families; and the open book represents the City's commitment to providing education and cultural opportunities to its citizens."

A photograph of the flag is shown in city hall at www.youtube.com/watch?v=VWDW0DvkcoA, where a white flag with a coloured seal is visible: i1.ytimg.com/vi/VWDW0DvkcoA/maxresdefault.jpg. They've even been so kind to show the seal on the desk next to it, for easy comparison.

So, it's white with the seal, and a narrow yellow fringe that is easier to make out on this one: fullertontaxpayers.org/wp-content/uploads/2010/12/022-Whitaker_handshake.jpg.
