Description of the flag

Based on d3n8a8pro7vhmx.cloudfront.net/jondumitru/pages/1/attachments/original/1397237957/Council_Pics_12-7-10_113.jpg?1397237957, the flag is the city seal on a white bedsheet (Looks light blue, blue looking at the white stripes on the US flag, but I think that's just the lighting).
