TITLE: USE OF AND COLOR SCHEME OF COUNTY SEAL

D. Laws of Florida Ch. 91-59

Ill. DIRECTIVE
The manufacture. use, display, or other employment of any facsimile or reproduction of the County Seal, except by County Officers, or employees in the performance of their official duties, without the express written approval of the Board of County Commissioners is prohibited. Use of the County Seal without the express approval of the Board of County Commissioners is a violation of section 165.043 Florida Statutes punishable as a misdemeanor.

IV. RESERVATION OF AUTHORITY
The Board of County Commissioners reserves the express right to approve al1 uses of the County Seal.

165.043, Florida Statutes:
"The governing body of a county or municipality may, by ordinance, designate an official county or municipal seal. The manufacture, use, display, or other employment of any facsimile or reproduction of the county or municipal seal, except by county or municipal officials or employees in the performance of their official duties, without the express approval of the governing body is a second degree misdemeanor, punishable as provided in s. 775.082 or s. 775.083."

Showing the seal (on a flag) on a web page as an illustration, obviously is not an "employment" of the seal. It's not being used in its function, so to speak.
