From Samantha Westen, Research Specialist at Cape Coral Clerk's Office, I received two documents with City Council Minutes from about the adoption of the city emblem (seal) and city flag. Summary is that city council adopted city emblem (same as the seal) on 11.01.1971 and on 17.05.1971 adopted the city flag. The flag is white background with city seal on it surrounded with twelve stars. I have no information about the colors of the seal and the stars, so we have a black and white version, until we found some photo or some other evidence.

The flag of Cape Coral shown above is depicted in black detail on white. Per these pictures, the triangular emblem is blue, and the stars are gold. I was unable to locate a full color depiction of the seal:
