River Forest township is located in western Cook County, Illinois. It's web page at www.riverforesttownship.org/townshiphistory.htm shows an image of a flag, but no further details.

Blue flag with white stylized tree centered on it (approx. height half of the flag's), between "1850" (hoist) and "2000" (fly); below the tree and dates "Government 150 Years Strong" and arched above them "River Forest Township", all set in white sans-serif letters. Considering the sentence saying «Government 150 Years Strong» and the date on this flag, I'd say this is a commemorative banner, not really the local flag.
