Description of the flag

I found the flag of the Village of Hanover Park, Illinois, US, at www.hanoverparkillinois.org/Community/SpecialEvents/ISSCC.htm. It was being presented to a sister city in Ghana.  It is a white flag with the village logo on it.  The logo is a tan colored arch, with a tree-like emblem of cheering figures outlined in blue, and below that the village name.
