West Goshen Township is a township in Chester County, Pennsylvania, United States. The population was 20,495 at the 2000 census." - from Wikipedia: en.wikipedia.org/wiki/West_Goshen_Township,_Pennsylvania.

The flag is mentiond in the township newsletter from Summer 2003: www.wgoshen.org/WGTSummer03.pdf.
"The West Goshen Township Board of Supervisors has recently adopted the first-ever Township flag. The West Goshen Municipal Complex and West Goshen Community Park are among the places currently displaying the new Township flag. The tricolor flag features fields of gold, white, and Township Blue, with the Township seal in its center."

I believe that "Township Blue" is that blue-grayish color used in this PDF document. The seal is available on the first page of this document.
