Description of the flag

The NAVA image at www.nava.org/Flag%20Design/City%20Survey%202004/city_flag_photos/Providence.jpg and shown in American Flag Survey (2004) and American City Flags (Purcell, 2003) is plain (very) dark blue in ratio ~3:4 with a large image of the seal on its center.

The seal shows a legendary scene from the Providence colony founding in 1636, when English newcomers met Narragansett locals, with the greeting "What cheer?" (and not the joint full form "What cheer, netop?", see: www.projo.com/ri/providence/content/ROGER_LANDS_08-27-07_UC6SLUT.238d4f3.html). This scene, mainly in medium blue, is enclosed on a shield outline in dark blue, itself on the code of the seal disc, colored in very dark blue. This is in turn separated from the rim of the seal by a golden rope edge and on the said rim, colored medium blue, lettering reading "Seal of the City of Providence", from 7 to 5 o'clock, and in two lines of smaller type between two five pointed stars "founded 1636" over "incorporated 1832", all in golden serif capitals. The outer edge of the seal is fitted with about a hundred golden pointy tips.

I found two large black and white images of the seal, on line at www.operaprovidence.org/images/logos/City%20of%20Providence%20seal.gif and 63.151.138.142/UserFiles/Image/SEAL_SMA.BMP (context at www.wehdc.org/ClearCorps/Providence), which I colored to make the images here.

Established in 1974 by the Rhode Island legislature, the Rhode Island Capitol Police is a uniformed security force, part of the Department of Public Safety, charged with providing security for state buildings and grounds and the employees who work within those buildings. The flag of the Rhode Island Capitol Police, as seen in photographs at www.dps.ri.gov/gallery/ (www.dps.ri.gov/img/content/capitolpolice/honorguard_sm.jpg), consists of the Capitol Police badge displayed against a dark grey field.
