Charleston's city hall flies the S&S, the state flag, and what was presumably the city flag, blue with a white emblem that appeared to be a coat of arms framed by an ornate cartouche-type design. I couldn't make out the details.

The flag image shown in the American Flag Survey (2004) is essentially identical the one at the top of this page, except for seal disc, which is blue on white instead of white on blue.

American City Flags records an earlier version of the Charleston flag. The seal here has been amended to reflect that extant in 1882.
