It is a very dark blue flag with the circular seal (diam. half the flag height) centered on it, bracketed with a maize stalk with three ears at the hoist and a branch of cotton in bloom at the fly. The seal shows an allegory of Justice, blindfolded and holding sword and scales, with a water clay jar, red, at her feet. On the flag (according to the American Flag Survey, 2004) the background is light blue over Spanish yellow, and the ring around the seal is the same blue as the flag background, rimmed and lettered in the same yellow. The inscription is "City of Columbia, S.C.", from 9 to 3 o'clock and, smaller, "Justitia virtutum regina" ("Justice is the queen of virtues"), from 3:30 to 8:30 o'clock, both set in extra-kerned bold serifed capitals.

In addition to the city flag on a dark blue background on FOTW, there appear to be a couple of other variants. A light blue version is visible in the mayor's office:

Several glimpses of the Columbia Police Department's flag can be seen in the photo stream of the department's Facebook page.
The Columbia Police Department flag features the department's shoulder patch centered on a navy blue field. The flag in many of the photos has a gold fringe when displayed indoors.
