Apparently the flag was changed between my posting in 2000 and the 2013 VACP Awards Banquet, the photos of which show a different design for the city's flag (photos.vachiefs.org/VACP-Conferences/2013-VACP-Annual-Conference/2013-Valor-Awards-Banquet/i-qCsXbnV).
I'm not sure when during that 13-year span the current flag was adopted. The new/current flag of the City of Williamsburg, Virginia, features the city's current logo displayed on a dark blue field. The new circular logo shows the top of the colonial General Assembly building in white against a star-studded blue sky, with wavy red and white stripes below the building. In the stars is the year "1699" in white numerals, commemorating the year that Williamsburg was founded. Around the outside of the circular seal are arched the words "CITY OF WILLIAMSBURG" in white letters above and "VIRGINIA'S COLONIAL CAPITAL" in white letters below.

According to an E-mail I received from the Assistant City Manager, "The City of Williamsburg has a flag depicting the city's coat of arms on a gold background (the seal can be seen on our website on the top left hand corner)." When I
drew this flag, I chose to use the gold color from the coat of arms as the background for the flag.
