How close does the emblem on the flag matches the county seal? I'm not sure, but it seems close to the graphic on
www.co.kenosha.wi.us/plandev/smart_growth/index.html. On the flag the outer ring has disappeared, with only part of the text following the arc. The field colour of the emblem has turned yellow on the flag, and the rings that are left have changed sizes, but those are easily measured.
