Description of the flag

I was at the Army Institute of Heraldry today and ran across a file on the flag of the Treasury Department's Alcohol and Tobacco Tax and Trade Bureau. The flag is dark blue with the department coat of arms in full color with yellow scrolls above and below inscribed with the name of the bureau.
