To my knowledge there is not an official drawing of the flag made by the Army Institute of Heraldry, but the flag seems to have de facto status.
Curiously, the flag seen when touring the FBI headquarters has a dark blue background although every other flag I have seen has the royal blue background similar to the Department of Justice flag.

The heraldry of the Seal of the U.S. Federal Bureau of Investigation (which is the core of the FBI flag) from www.fbi.gov:
Each symbol and color in the FBI seal has special significance. The dominant blue field of the seal and the scales on the shield represent justice. The endless circle of 13 stars denotes unity of purpose as exemplified by the original 13 states. The laurel leaf has, since early civilization, symbolized academic honors, distinction and fame. There are exactly 46 leaves in the two branches, since there were 46 states in the Union when the FBI was founded in 1908. The significance of the red and white parallel stripes lies in their colors. Red traditionally stands for courage, valor, strength, while white conveys cleanliness, light, truth, and peace. As in the American Flag, the red bars exceed the white by one. The motto, " Fidelity, Bravery, Integrity," succinctly describes the motivating force behind the men and women of the FBI. The peaked bevelled edge which circumscribes the seal symbolizes the severe challenges confronting the FBI and the ruggedness of the organization. According to the FBI's website, the FBI National Academy is a professional development course for U.S. and international law enforcement leaders. It serves to improve the administration of justice in police departments and agencies at home and abroad and to raise law enforcement standards, knowledge, and cooperation worldwide.Its mission is "to support, promote, and enhance the personal and professional development of law enforcement leaders by preparing them for complex, dynamic, and contemporary challenges through innovative techniques, facilitating excellence in education and research, and forging
partnerships throughout the world."
I found a photograph at www.eaglecounty.us/Sheriff/News/FBI_Academy/ showing a graduate of the National Academy with the Academy's flag in the background. The flag itself appears to feature the FBI National Academy seal displayed on a dark blue field. Of note, while the FBI National Academy's official seal shows the US bald eagle with its traditional white-feathered head, the seal on the flag in the photo clearly shows the eagle's head to be golden like the rest of the bird.

The seal seems to be slighty oval in the gif image, but in the photo I think that it is round.
