An image of the flag was seen at www.ice.gov/graphics/fps/multimedia/images/Colors5.jpg (no longer available). The FPS used to be under the General Services Administration, but is now under the Department of Homeland Security. It provides police services to Federal buildings around the country.

Sometimes, law enforcement units that are not called "police" will use the word on their uniforms, cars, patches, and so on, because people may not recognize, say "FPS" as quickly. So I understand why it's on their patch. But why is the patch then transferred- complete with the word "Police"- to the flag? Is "Police" part of the name of one unit?
