The Ministry of Interior (وزارة الداخلية اليمنية) was established in
1990 after the reunification, and has its actual structure from
Presidential Decree No. 50 of February 21, 2013. This Decree reorganized
the the General Security (or Public Security Sector, الأمن_العام) to which the
Police (شرطة_يمنية) belongs to. It has under its
jurisdiction the following:
- SSF (Special Security Forces) (قوات الأمن الخاصة (الأمن المركزي سابقاً)
- Coast Guard (خفر السواحل) established in 2003
- General Directorate of Transit Police (شرطة السير (اليمن) (المرور
سابقاً) (called Traffic Police earlier)
- Police patrols and safety roads (Rescue Police) (شرطة الدوريات وأمن
الطرق - النجدة) (called Border Guard earlier)
- Yemeni Civil Defence (الدفاع المدني اليمني)
- Police custodians and personalities protection (Bodyguard Police)
(شرطة حراسة المنشآت وحماية الشخصيات)

This flag had already been reported but wrongly labeled by both, me on March
23, 2011 (I labeled it "probably Minister of Defence or Military Forces flag")
and by Jens Patke on March 24, 2011 (he labeled it "Police flag") although his
approach is closer to reality than my guess at the time.
The flag in reference is found here (since both pictures are the same, the flag
in question is the last flag, from left to right):
UFE 11-21 and Yemen Military
Flags.
The actual flag giffed is seen
here.
