Description of arms (German): In Rot auf grünem Schildfuß, darin ein silbernes Schildchen mit einem aus rotem Schildfuß wachsenden, blauen, aus dem Rachen feuerspeienden, golden gekrönten und rot gewaffneten Panther, eine silberne, schwarz geöffnete, eintürmige Kirche mit Kapellen-Anbau, schwarzen Dächern und ebensolchen Kreuzen.

Comments on the arms:

The arms shown in the base is almost precisely the same as that of Neumarkt-Sankt Veit in Mühldorf county, Bavaria, Germany: http://www.ngw.nl/int/dld/n/neumarks.htm (except that the beast in the arms of Zwettl is crowned). Any connection?

As far as I see, no clear connection. The panther in the arms of Zwettl was the arms of the Starhemberg family, 
whereas the Neumarkt-St. Veit arms is derived from arms of the counts of Kraiburg-Ortenburg (belonging to the Spanheim family).
