The cross on the flag of Estavayer is called in the French blazoning "croix pommelée à trois traverses" which should be in English according to Francois Velde's website : cross pommelly with 3 bastons sinister.

A literal translation of the blazon would rather be "cross with three bars pommelly". However, I have seen this cross blazoned in English as a "triple cross", a "cross with treble traverse" (Fox-Davies), a "patriarchal cross with third bar" (for instance in Neubecker 1977) and as a "papal cross" (also Fox-Davies), being the one which appears on top of the papal staff, as the patriarchal one does on top of the patriarchs' and archbishops' ones).
