This flag synthesizes the spacial, geographic and climatic characteristics of the region by capturing the valleys that cross the territory, the hills that surround it, the contrast between the valleys, and the water that runs through the riverbeds, reservoirs and the into sea.
"Today is a very important milestone for us, we have a milestone that represents us, it is important to identify us with this symbol, to feel proud. This is a diverse theme that eludes political colours. It is regionalization." — Regional Intendent José Manuel Fuenzalida

The shield shows the three provinces which make up the region: Elqui, Limari and Choapa. The dots on the map correspond to their seats, I guess. There’s also three stars, a fish on a stylized river, a book, a cornucopia, a bunch of grapes and a flower. According to Gustavo Tracchia, the flag background is very dark blue.
