About the flag

Approx. 3:5 white flag with the communal coat of arms on it and horizontally centered thick black sans capitals reading "I. communalidad" above and "Punta Arenas" bellow.

"I." stands most probably for "Ilustrísima", "Most Illustrious".

The photo on line shows two different light blue shades for the sky in the outdoor scenes shown, and the cartouche in the former is differently colored in the part protuding behind the crown.

Gonfanon

This seems to be a gonfanon version of the flag. Differences between the flag and its gonfanon version are the lettering face (serif in the gonfanon) and the presence of a blue border and bottom fringe in the gonfanon.
