The animated flag
of Amt Biesenthal-Barnim is quite different, horizontally green-white
with different arms. It appears to be the same Biesenthal, but maybe the
latter flag belongs to some supra-municipal authority.

That's right. The city of Biesenthal is part of the Amt Biesenthal-Barnim,
together with four other communes. In Brandenburg, an Amt is a level
of administration between the counties and the individual communes. Such
levels also exists in several other German states, possibly with different
titles.

Civic Arms website:
"Biesenthal received city rights in the early 14th century from the
Counts of Brandenburg. The seals only showed the red eagle of Brandenburg
until 1902, when the present arms were devised. Although the combination
of eagle and castle looks historical, the arms thus are not very old."

As a resident of Biesenthal I want to make some comments.
The flag shown is fictional. The official flag is defined in the "Hauptsatzung
der Stadt Biesenthal am 24. November 2003", where is stated:
§ 2 Wappen und Flagge (§ 12 GO)
(1) Das Stadtwappen zeigt auf weißem Untergrund zwei mit roten Zinnen
versehene Spitztürme verbunden durch ein gelbes Tor mit angelassenem fünfzinkigen
Fallgitter, darüber eine Mauer mit roten Zinnen; zwischen beiden Spitztürmen
freischwebend zeigt es einen roten Adler mit ausgebreiteten Schwingen und
geschlossenem Schnabel sowie gelben Fängen; als oberen Abschluß eine gelbe
Mauer mit 3 Zinnen, unterbrochen von einer in der Mitte befindlichen schwarzen
Tür mit roter Längstrennung und beidseitig je vier roten entgegenlaufenden
Diagonalstreifen.
(2) Die Stadt besitzt eine Streifenflagge, bestehend aus zwei Querstreifen,
deren oberer Streifen grün und unterer Streifen weiß gezeichnet ist. In
der Mitte befindet sich das aufgelegte Wappen.
Which I condensate to:
- The background is green-white horizontally striped (not red-white).
- The hatchment is white and consists of three parts
- two towers in red connected by a yellow arc (the latter
is often drawn wrong in red), holding a paddle.
- above is the Baarndenburgian eagle in red with yellow
feet
- above that is a city wall with three pinnacles all in
yellow with a black door in the middle
You will find an approximation at the "Rathaus" (town hall) not
up to the actual "Hauptsatzung".

Since 1994 Biesenthal has a flag in the colours red-white with the arms.
