Proposal sent by Hugo Nyberg, an engineer from Joensuu, U. Sirelius on 9.12.1917.
Nyberg suggested adding a white border over all for merchant ensign, a post horn
for postal flag and a caduceus for custom's ensign.

These are proposals of J. Penger, Master of Laws, dated on 18.5.1918. The plain white-blue-yellow tricoulour would have been the national flag. The red lion flag with the national flag in the upper hoist would have been the "patrol and defence flag". According to his proposal the state flag would have been the red lion flag.
I don't know what Mr. J. Penger meant with those colours. The book from which those images are taken (Suomen lippu kautta aikojen) does not give any other information.
Maybe blue-white for blue-white-supporters and yellow for red-yellow-fans. Those
B-W-Y colours are currently used in the husband's pennant of Swedish-speaking Uusimaa.
