The flag of Allier, as used in the town of Moulins, is red with the coat of arms of the departement. Unsurprisingly, the departement has retained
for its coat of arms the arms of Bourbonnais, D'azur semé de fleurs de lis d'or à la cotice de
gueules brochant sur le tout ("Azure a semy of fleurs-de-lis or a cotice gules all over").
The same flag, but with a blue background, was seen in March 2003, hoisted on the Municipal Technical Center of Vichy.

Flag of the General Council of Allier - Image by Ivan Sache, 22 September 2009
The General Council of Allier has a flag, white with the Council's
logo. The flag is hoisted over the entrance of the Regional Council's building in Moulins and other places, for instance the bridge over river Allier in Vichy.
The logo of the General Council of Allier is made of a stylized, green-
blue-red letter "A", inscribed in a grey, nearly full circle and
surmonting the writing "Conseil Général / Département de l'Allier" in grey letters, with an horizontal line separating the two parts of the writing.
